Setting Forum Permissions
Step 1:
Click the Permissions link in the Forums Admin menu inside the Forums ACP (Administrative Control Panel)

Step 2:
Select the Forum you want to setup the Post Count Access on.

Step 3:
Now it is time to set the permissions. The example below shows the selection as Private. If you are wondering the difference between Private and Private [Hidden] is that Private is only able to be entered by members with the required post count but people without access can see that the forum exists. Private [Hidden] hides the forum to everyone except those who have access to the forum, this is useful in case you don't want the general public able to see it.

Step 4:
Click submit and move onto Setting up the Group with membership based on Post Count.
Creating/Modifying a Group to use Post Count memberships
Step 1:
Click the "Management" link in the Groups Admin of the Forums ACP.

Step 2:
Select the Group you want to edit or click the "Create new group" button

Step 3:
Now to setup the post count memberships which is the 4th section from the top.
The following example displays 2 fields that need to filled in - Number of required posts & Number of max posts.
Number of required posts: this is the number of the amount of posts you want a member to get before they are automatically added to this group.
Number of max posts: this is the number set for when a users surpasses it they are automatically removed from the group. The default setting is 99999999 which is used to basically never have anyone automatically removed...change it to whatever in case you do want them removed.
Now there are 3 checkboxes as well and here is what they are.
Users automatic added when posting: If you dont know what this is then you need more help than this tutorial can give. :)
Add/Update new users: this is for people who have already surpassed the required post count and should be added immediately.
Delete/Update old users: this is for people who have surpassed the max post removal setting so they will not be added to the group if you use the above feature.

Step 4:
Scroll down and click the "Submit" button then proceed to the Group Permissions page.
Setting Group Permissions
Step 1:
Click the "Permissions" link of the Group Admin in the Forums ACP.

Step 2:
Select the Group you want to apply the Post Count Access permission to.

Step 3:
Setting the Permissions (using Simple Mode)
Simply, change the "Disallowed Access" to "Allowed Access" on the forums you want to use these settings on.

You could also use the Advanced Mode to pick and choose each function the user is allowed to do like:
Read, Reply, Edit, Vote and etc.
